In January, DCTC director, James Bell, met with the Douglas County Legislative Delegation to push for a bill (HB 296) to restrict Special Local Option Sales Tax and Bond issue to general election ballots only. Bell was advised by Rep. Bill Hembree that a similar bill was introduced last year by Rep. Jeff May.
After posting the proposal on a legislative website that seeks new ideas for legislation (www.georgiaspeaks.com ), Bell said that twin bills were introduced in both houses.
On Saturday, February 10 during Family Day at the state capitol, the senate overwhelmingly passed SB 71, 36 to 3, that would limit when tax issue can be placed on the ballot. The bill now moves to the House of Representative. Senator Bill Hamrick (R-30th) voted in favor.
With an identical bill pending in the House (HB-296), Bell believes the bill will pass if the public continues to show support.
Rep. Bill Hembree (R-Douglasville) told the Douglas County Sentinel, "I certainly think it's a good idea". The best possible legislation is when more people are involved."
The main concern with special election for tax issues is the low voter turn-out. This bill will allow tax votes when the most voters turn out. The bill will allow a vote on the third Tuesday in March as well as the November general election. Other special election dates will be eliminated.
